Identification of stakeholders in establishing land use restrictions

Land use planning is a fundamental mechanism for ensuring the efficient, rational, and sustainable use of land resources. In the context of global challenges such as rapid urbanization, increasing anthropogenic load, and the necessity of climate adaptation, the quality of spatial planning, and specifically the establishment of land use restrictions, becomes critically important. Rational planning promotes sustainable territorial development through optimal land distribution, preservation of the natural environment, the formation of a balanced spatial structure, and prevention of land degradation.
The problem lies in the fact that the absence of comprehensive, transparent, and timely identification of stakeholders during the formulation of land use restrictions often leads to conflicts of interest, social tensions, and the adoption of unjustified and ineffective management decisions. Such decisions typically fail to take into account the full spectrum of economic, environmental, and social consequences, thereby undermining the principles of sustainable development.
This article addresses the issue of stakeholder identification in the process of formulating land use restrictions as a key instrument for achieving balanced land use, reconciling the interests of concerned parties, and implementing the principles of sustainable territorial development. Stakeholder identification enables the discovery and balancing of their needs and expectations, which subsequently influence the justification of decision-making. The methodology involved a stakeholder analysis utilizing an algorithm that determines their level of influence (Power) and level of interest (Interest), often through a Power-Interest matrix. This analysis led to the delineation of the main participating groups, including: landowners and land users, territorial communities (local population), governing bodies (executive authorities and local self-government), businesses, and investors. It is demonstrated that all parties are closely interconnected, and effective management decision-making is possible only under the condition of their active and inclusive participation in the planning process. The territorial community is identified as the group most interested in the formation of restrictions. Conversely, the groups with the greatest influence are the executive authorities, local self-government bodies, and economic entities (businesses).
The main conclusion emphasizes that the only reliable way to ensure justified, socially acceptable, and sustainable decision-making regarding land use restrictions is the involvement of all stakeholders without exception in the process. Ignoring the interests or influence of any group renders the plan declarative and likely to result in social and economic conflict.
