Defining of the organizational structure concept as the basis of its effective design

Analysis approaches to designing of organizational structures has shown that the basis for their effective design are the identified natural, universal characteristics that occur in all structures of socio-economic systems without exception. Research has shown that it is not possible to identify such characteristics based on the traditionally accepted definition of the concept of “organizational structure”, in which an organization is viewed as a group consisting of two or more people. Considering the organization as a separate human, which is an indivisible whole, the epistemological foundations without which it cannot survive have been investigated. It has been found that a human during producing anything should be considered as a dynamic organization which performs hierarchical functions – managerial (planning, analysis, control and regulation) and managed (production) which group all actions (technological operations) into main, auxiliary and service. In addition, it was found that the execution of technological operations is a connection between elements of the organizational structure and cost elements. That is, if a technological operation is not performed, then there can be no connection between an element of the organizational structure and a cost element. Conversely, the performance of any technological operation is inextricably linked to cost elements. It is this single synthesizing link that can qualitatively reflect the number of cost elements necessary to perform a particular technological operation. Outside the technological process, no structure is dynamic.
Thus, it is determined that the organizational structure is a dynamic wholeness consisting of a control and managed (production) subsystems, with the allocation of the main, auxiliary and service production in the latter; the synthesis (interaction) of all elements in which occurs in time and is ensured by performing technological operations.
The conducted research made it possible to formulate a new concept of organizational structure, which allows for the design of multidimensional information models. Also, an example of designing a six-dimensional information model of a construction organization that constructs a facility is given, and represents a synthesis of a three-dimensional technical system and socio-economic system.
