Abstract

The need to provide housing for Ukrainian citizens has been acute since Ukraine gained independence. This problem has become even more urgent since the beginning of hostilities. The total amount of direct damage caused to Ukraine's infrastructure as a result of Russia's full-scale invasion has reached almost $170 billion. This figure has increased by $12.6 billion since the beginning of 2024, reflecting further destruction from missile attacks and hostilities. The largest losses were suffered by housing, transport infrastructure and energy. The residential sector remains the most affected - direct losses are estimated at $60 billion. As of November 2024, 236 thousand residential buildings have been damaged or destroyed, of which 209 thousand are private houses, 27 thousand are apartment buildings and another 600 are dormitories.

Under such conditions, state policy measures aimed at developing and reforming state housing programs become particularly relevant, which should take into account existing global experience in providing citizens with housing, in particular the use of artificial intelligence (AI) by developers of state housing programs (developers who have been accredited to participate in state housing programs).

Currently, AI is becoming not only a technical but also an economic factor in the development of the construction industry, influencing investment decisions, risk assessment, cost optimization and financial flow management.

Based on the study of world experience, several main modern areas of application of AI by construction industry enterprises can be distinguished, namely: automated cost estimation, cost forecasting and identification of risks of cost overruns, cash flow forecasting, investment efficiency assessment, intelligent project management, automation of financial document flow and contract analysis.

The article is devoted to the study of one of the current issues - the analysis of AI technologies for construction industry enterprises and the possibility of their application by developers of state housing programs in Ukraine.

The main areas of use of AI technologies by construction enterprises, in particular by developers of state housing programs, are highlighted: the use of AI for automated estimation, the introduction of AI into the public procurement system, the use of AI in the management of the construction financing funds and investment construction projects. Obstacles to the implementation of AI by developers of state housing programs are identified. Ways to implement AI at Ukrainian construction enterprises, in particular by developers of state housing programs, are proposed.
