Reconstruction of public and cultural buildings: economic efficiency and management solutions in the conditions of resource limitations

The article examines the issues of reconstruction of public and religious buildings in the context of post-war reconstruction with an emphasis on assessing the economic efficiency of relevant investment projects. The relevance of the study is due to the large-scale destruction of social, cultural and spiritual infrastructure facilities, the limitation of financial and material resources, as well as the need to ensure the formation of sound management decisions regarding the priorities of planning and implementation of reconstruction measures. It is substantiated that public and religious buildings play a key role in ensuring the sustainable development of territorial communities, restoring social ties and preserving historical and cultural identity, which increases the requirements for substantiating the effectiveness of their restoration. The purpose of the article is to substantiate scientific and methodological approaches to assessing the economic efficiency of the reconstruction of public and religious buildings, taking into account the life cycle of objects, energy-efficient solutions, social effect and modern project management tools. In the process of research, modern scientific approaches to post-war reconstruction were generalized, foreign and domestic experience in the restoration of public, historical and religious buildings was analyzed, and methods for economic evaluation of reconstruction results were systematized.Particular attention was paid to the integration of traditional economic indicators with life cycle analysis tools (LCC, LCA), the development of BIM technologies and many criterion-based evaluation methods, which allows for a comprehensive assessment of costs, results, risks and long-term consequences of reconstruction. It was shown that the use of integrated approaches makes it possible to increase the validity of management decisions, optimize the use of resources and ensure a balance between economic feasibility and social and cultural significance of objects.The results of the study can be used by state authorities and local governments, customers and departments of reconstruction projects, design and construction organizations when developing a program after the restoration of public infrastructure. The proposed approaches form a theoretical and methodological basis for further scientific research in the field of reconstruction management and assessment of the economic efficiency of the restoration of public and religious buildings in the context of sustainable development.
