Scientific and methodological principles of anticyclical management as a tool for ensuring the economic security of construction enterprises

The article provides a comprehensive comprehensive analysis and scientific systematization of modern theoretical and methodological approaches to countercyclical management of construction enterprises. The study is based on a review of domestic and foreign professional publications in this area for 2020–2025, which made it possible to identify key areas of transformation of research methodology in the field of cyclicality, as well as a number of anticyclical measures under the influence of financial and economic crises, pandemic restrictions and military risks. It is substantiated that the construction industry, due to its high capital intensity and long investment cycle, is characterized by an asymmetric response to macroeconomic fluctuations, which is most clearly manifested within the short-term Kitchin cycles.
The paper proposes a multi-level systematization of approaches to assessing the impact of economic cyclicality on the development parameters of enterprises, covering financial-diagnostic, strategic-competitive, operational-productive, industry-environmental and anti-crisis-adaptive sections. The financial-diagnostic level involves monitoring the profitability of assets, liquidity and solvency; strategic - phase-oriented planning and adjustment of competitive strategies; operational - application of econometric models of the effectiveness of construction projects; industry - analysis of investment activity and regulatory conditions.
Particular attention is paid to the anti-crisis-adaptive level, which reflects the specifics of the functioning of construction enterprises in conditions of martial law and a shortage of financial resources. The conclusions emphasize the combination of foreign forecast models of economic cycles and Ukrainian practices of adaptive management. It has been proven that the transition from retrospective analysis of financial statements to proactive systems of leading operating indicators is a key condition for strengthening economic security and ensuring the sustainability of enterprises in different phases of the economic cycle: "recovery" and "upturn" (phases of economic recovery), as well as "recession" and "depression" (phases of decline).
